
Michigan Film Office and Michigan Production Incentives

Michigan filming incentives in a nutshell:
Spend at least $200,000 in Michigan to be eligible for the graduated scale for credit...
-- between $200,000-$1 million production company receives up to 12% refund
-- between $1 million-$5 million production company receives up to 16% refund
-- between $5 million-$10 million production company receives up to 20% refund
-- anything over $10 million only receives 20% on first $10 million
Company must submit the Application to film office and Treasury; and be pre-approved before becoming eligible.
-- application must include: estimated Michigan expenditures, project type, Michigan production days, local hires and more. The company must send a script/storyboard, insurance documents, the budget, any confidential information requirements and the application fee. The project must commence filming within 90 days of approval
-- $7 million total limit available each tax year (tax year runs 10/1-9/30)
-- if the Film Office and Treasury agree that the production company has complied with the law and their agreement, and after all post-production paperwork has been completed and approved (an audit may in some instances be required), a post production certificate shall be given to the company. This certificate will be submitted to Treasury for the rebate.
-- commercials, documentaries and TV series are eligibles.
Companies are not eligible if they owe the state any money, guaranteed loans etc or if owned by a company in default with the state.
This incentive became effective in January 2007.

Michigan Online Production Guide
The Michigan Film Office was created in 1979 to assist and attract incoming production companies and to promote the growth of our indigenous industry. They are part of the History, Arts and Libraries Department and funded by tax dollars. There is incentive funding available for producers of commercial and film. This incentive is aimed at increasing production in our state, which means more work for our members.
